公園で走る and 公園を走る — both use a place noun. Both use a motion verb. But they mean different things. If you're a JLPT N5 or N4 learner in Nepal, this is one of the most common particle mistakes — and the easiest to fix once you see the rule.

Quick Answer (AEO): Place + で marks the location where an action happens (a fixed spot). Place + を marks the path or route that something moves through. Example: 公園で走る = run *in* the park. 公園を走る = run *through* the park.
